Moldova Education Reform Project

Moldova Education Reform Project (hereinafter Education Project) has been implemented by the Soros Foundation-Moldova since 2014 from the resources provided by the Education Support Program (ESP) of the Open Society Foundations (OSF), being focused on two major components:

a) during 2014-2015 a technical support was provided to the authorities to enhance their efforts towards implementation of the reform agenda in education, and

b) during 2014-2016 a meaningful policy stakeholder engagement was encouraged to contribute developing efficient education policies.

Particularly, during 2016, the Education Project have continued strengthening the civil society efforts towards implementing education reform in two main directions:

  1. citizens’ involvement in the process of development of the efficient education policies, adjusted to the needs of the direct and indirect beneficiaries,
  2. provide support for education reforms through facilitating activism and strengthening the participative effort of the society.

Since January 2017, the Education Project became an integral part of the 2017-2018 Foundation’s Strategy, moving under the Good Governance Department umbrella, being co-financed by the Foundation and the ESP/OSF.

As a result of the last changes, occurred in the social-political context of the country, maintaining the considerably high speed of the education policy implementation in education became challenging, threatening to undermine progressive policies initiated under the new Education Code. This requires stronger involvement of social actors to safeguard gains through monitoring education reforms, increasing transparency in education, and mobilizing public opinion.

In that sense, the Educational Project will support in 2017 grassroots constituencies of teachers, students, and parents to take direct actions to keep education policymakers accountable to the reform agenda. These actors’ civic engagement and inclusive participation in democratic governance efforts will be facilitated primarily through a platform of education NGOs and think-tanks established through Moldova Education Support Project in previous years. At the same time, we envisage greater expert community involvement in implementation of education reforms, adjusted to the needs of a knowledge-based society, through developing policy studies and increasing the public responsibility of educational institutions and various social actors.

Therefore, the Education Project will focus on the following priorities:

1. Communities’ Involvement to Enhance Access to Quality Education:

  • Monitoring the implementation of 7 initiatives that have been supported as result of the Competition for local NGOs, developed in partnership with the Parents’ Associations (to be accomplished from November 2016 to June 2017)
  • Supporting and monitoring activities developed by the partner-organizations:
    • CATALACTICA Socio-economic Development and Promotion Association from Moldova
      EDUrabil! Community Engagement to Support Education (November 2016 – November 2017)
    • Institute of Public Policy
      Strengthening School Communities: Increased Role of Parents and Communities in Education Governance (February-December 2017).

2. Empowering Education Policy Expert Community:

These fellowships were awarded based on the national Competitions, organized by the Foundation during October-December 2016.

The PISA-based studies developed by fellows will be presented during the public events held during May 2017 in Chisinau, Balti and Comrat. The results of the research conducted in the field of education policies will be presented by authors in November 2017, within a larger audience, having as participants the main education stakeholders.
