Enhancing the Regional Broadcast Media Network’s Capacity to Report on Issues of Public and Community Interest

 

Background

Public participation is a must for good governance and mass-media plays a key-role in encouraging good practices in this field. As such, Soros Foundation Moldova has made great efforts to support the regional media sector from Republic of Moldova.

The current component that needs evaluation is the second effort of its kind for enhancing the regional media’s capacities. If the former project focused on improving the media sector in Republic of Moldova by creating a Regional Broadcasting Media Network, this one aims to further support the created Network by building its capacity to produce quality newscasts and reports on community-related problems.

Description of Work

The evaluation will assess effectiveness, impact, sustainability and relevance the media component of the project had on the regional broadcasters’ reporting  capacity/quality and to what extent the news/stories/shows of the supported regional broadcasters reflect in a fair way the community-related problems and issues.

Evaluation should recommend potential effective but still efficient, relevant and sustainable ways of improving the regional media broadcasters’ capacity to report on issues of public and community interest in a fair and objective way.

It will be part of the assignment to develop a relevant methodology that will ensure an objective approach to the evaluation and enable evidence-based assessments and conclusions.

 

The Evaluation must start no later than December 1st, 2011. Draft Evaluation Report must be submitted no later than January 31st, 2012 and the Final Evaluation Report within 10 working days after receiving SFM’s remarks on the draft report.

Final Evaluation Report must be written in English.

 

Evaluation Report

Each Evaluation Report will not exceed 30 pages (without annexes) and will include:

·         Content page

·         Abbreviations glossary

·         The executive summary of the main findings

·         Project summary

·         Evaluation methodology

·         Analysis of the effectiveness, impact, sustainability, relevance and efficiency of reviewed activities and results.

·         Findings, conclusions, recommendations for the implementing organization and for the donor. Recommendations will include potential effective but still efficient, relevant and sustainable ways of improving the regional media broadcasters’ capacity to report on issues of public and community interest in a fair and objective way.

·         Annexes

 

Profile of Evaluators

SFM will review and evaluate proposals submitted by legal entities or individuals with relevant experience in project evaluation and good knowledge of the evaluated field. The work will be performed according to the Terms of Reference.

 

Evaluation Criteria:

The applicants will be evaluated against the following main criteria:

-          Experience in evaluating development programs;

-          Their own methodological approach concerning evaluation of development programs;

-          Fluency in Romanian, Russian and English languages.

 

The applicants shall make sure that their applications accurately reflect the above requirements. Each of the criteria will be graded according to a 1 to 10 grading scheme. The financial proposal will be reviewed separately. The final selection will reflect a balanced evaluation of cost and qualifications.

 

Soros Foundation-Moldova will not explain reasons of rejection, nor give access other candidates’ application files. Names of the evaluation committee’s members will not be made public. The submitted application papers will not be returned.

 

Requirements for proposals

All application documents should be submitted in English.

 

Required documents:

 

- CV/resume

- Cover letter, describing how the applicant’s previous experience is relevant to the current assignment

- Financial proposal (as a separate document)

 

In addition to the above documents, legal entities must also submit the following documents:

- Company/NGO profile containing the description of relevant experience in the field

- Copy of registration certificate

 

SFM will ensure confidentiality of all received documents.

 

Financial Terms:

Applicants must submit their financial proposal as a separate document. The financial proposal must indicate the net amount/fee for the completed work (VAT excluded). The currency for the financial proposal is USD.

Payment will be disbursed upon completion of assignment. The assignment is considered completed upon submission of Final Evaluation Report and its approved by the Program Director. Payment will be made in MDL, according to the National Bank of Moldova exchange rate on the day of the payment.
